Another Voice: New legislation is needed to reform planned blackout procedures

All across the state, people endured a blackout last week that impacted over three-quarters of a million people, all due to PG&E-scheduled power shutoffs. As the city of Rocklin and many others prepared for the power outage, I asked myself how shutting off the power to hundreds of thousands of California residents, business owners, elderly and children is the best solution for preventing wildfires.
