Baker proposes $750 million clean energy investment fund

Looking to cement the Bay State’s place in the burgeoning offshore wind industry, Gov. Charlie Baker on Wednesday proposed using more than $750 million, including at least some federal stimulus funds, to establish a clean energy investment fund and tweaking the way Massachusetts procures offshore wind power.
