Climate activists are challenging the Oregon secretary of state over her rejection last month of two initiative petitions.
Initiatives 48 and 49 would have required 100 percent carbon-free energy by 2045 in slightly different ways, and backers were planning to ultimately go forward with one or the other. They hoped to use them as leverage in the cap and trade debate expected in the upcoming legislative session, or as backup should the sweeping climate measure fail.
