Colorado issues greenhouse gas reduction ‘roadmap,’ but climate groups say it lacks direction

Colorado will need aggressive emissions and energy efficiency rules and change travel habits to meet greenhouse gas reduction goals, a new state plan issued Wednesday concluded.
