The N.C. Attorney General is arguing that Piedmont witnesses have inflated the rate-hike request by seeking an unjustifiably favorable rate of return and capital structure. That position could cut $24 million or more from the annual revenue increase Piedmont proposes and eliminate the need for much of the hike.
