Is Oregon a climate action leader? It might have been four years ago, but an environmental group says the state has fallen behind.
Climate Solutions, a backer of the cap and trade policy that the Legislature is expected to take up next month, notes in a “fact sheet” that a dozen states have committed to 100 percent clean electricity in the past two years.
