Study: North Carolina making inroads on electric vehicles, but more work needed

North Carolina ranks in the top half of states for encouraging and helping citizens and companies use electric vehicles, according to a study released Wednesday by the nonprofit, nonpartisan American Council for an Energy-Efficient Economy.
